A 2025 vision for African energy

first_img13 March 2006At the conclusion of the four-day African Ministerial Conference on Hydropower and Sustainable Development in Johannesburg on Thursday, African leaders committed to developing a continent-wide energy vision for 2025 to be monitored by ministers of finance, energy, water and the environment under the auspices of the African Union (AU).Delegates agreed that exploiting the potential of hydropower as renewable energy could help meet the power needs of the continent.The vision includes analysing case studies of hydropower projects in Africa, which will serve as mentoring examples.The ministers also agreed that hydropower development should be underpinned by sound environmental and social impact assessments, mitigation and management of plans, in accordance with national regulatory frameworks and international standards of good practice.South African Minister of Minerals and Energy Lindiwe Hendricks emphasised the importance of capacity building in hydropower development and climate change as critical to meeting the set goals.While 75% of South Africans have access to electricity, she noted with concern that over 90% of people in Africa had no such access.“We emphasise that access to electricity is essential for achieving the objectives of Nepad, the Millennium Development Goals and sustainable development,” she said.Developing Africa’s potentialHendricks said the conference also noted that less than 70% of hydropower potential in Africa had been developed.“We acknowledged the existence of good practices and past mistakes in hydropower development as important educational tools for recognising what is required for successful hydropower projects,” she said.As part of the action plan, South Africa and Egypt will help other African countries develop their designated national authorities for clean development mechanisms and provide technical assistance in project development.AU member states are also expected to streamline their legal and regulatory frameworks and to improve skills to further hydropower development. Ministers will also look at the benefits of using hydropower in conjunction with other renewable energy sources such as wind, solar and geothermal power.Recognising the energy deficiency in Africa, ministers will ask the AU and other regional and international institutions to help countries prepare feasibility studies of key Nepad hydropower projects such as Inga Project in the Democratic Republic of Congo, to serve as a regional source of electricity.Centres of excellenceThe ministers will ask the Nepad Secretariat to speed up the establishment of centres of excellence on water, science, technology and renewable energy.The conference called on multilateral and bilateral funding agencies to engage African countries on hydropower development, promote national and regional projects and innovative funding mechanisms.The ministers noted the establishment of the Infrastructure Consortium Secretariat at the African Development Bank for necessary coordination and mobilisation of resources.The African Ministerial Council on Water, AFREC and the Forum of Energy Ministers of Africa are to implement the action plan of the conference.Hendricks said the outcomes of the conference would be fed into the Nepad infrastructure planning process of the AU as well as national and ministerial plans of action.Source: BuaNewslast_img read more

Lao athletes hope for medals, look for luck at SEA Games

Sithixay said strong athletic teams from Thailand, Malaysia and Indonesia were ready to compete in more than 40 track and field events at the 29th games. The best hopes are female runners, Manivanh Chanthavong and Lodkeo Inthakoumman, both are certainties for the team given their past international experience. Lodkeo is currently a professional runner of Laos and she succeeded in the women’s 21km running event at Vientiane International Half Marathon in March. Law Passed to Facilitate FID Membership in Egmont Group

first_imgAn Act to facilitate the Financial Investigations Division (FID) membership in the Egmont Group was passed in the House of Representatives on May 28.The Egmont Group provides a forum for Financial Intelligence Units (FIUs) globally, to improve cooperation in the fight against money laundering and terrorism financing; and to foster the implementation of domestic programmes in this regard.In his remarks, Minister of Finance and Planning, Dr. the Hon. Peter Phillips, who piloted the Act in the House of Representatives on Tuesday, May 28, explained that following the passage of the Financial Investigative Act in 2010, the Division submitted an application for membership to the Egmont Group through its sponsors, Canada, and the Bahamas.He added that the application for membership to the Egmont group was subsequently denied as they were not in compliance with certain Egmont standards.“Therefore the Bill seeks to amend the Act to ensure compliance since we consider it of importance for the international community that Jamaica be part of the effort to, not only prevent, reduce or eliminate money laundering, but also to combine our intelligence on global financial transactions which may facilitate terrorism or other criminal acts,” Dr. Phillips said.Section 2 of the Act has been amended to clarify the definition of competent authority, making it an entity authorised by the Minister to monitor the compliance of business in the regulated sector, with the requirements imposed by law for the prevention of financial crimes.In addition Section 12 (7) of the Act was also amended after the Egmont group called into question the independence of the Financial Investigations Division.“Membership in the Egmont Group was one of those issues that needed to be addressed in order to end the close monitoring of the Jamaica anti money laundering combating the financing of terrorism standards by the Caribbean Financial Action Task Force,” Dr. Phillips said.“So these amendments, simple as they are, carry us a far way to becoming a full fledged member of the international community of financial intelligence agencies and investigative agencies that will help make Jamaica not only a place of investment, but a more secure environment,” he added.Leader of Opposition Business in the House, Delroy Chuck, noted that the Opposition had no objection with the legislation.“There can be no doubt that it’s an important part to bring Jamaica within the international community of financial bodies, so that when persons do business with Jamaica they don’t have to be looking behind their backs,” Mr. Chuck said.The Bill will be sent to the Senate for approval.Contact: Latonya Lintonlast_img read more

first_imgFor long India had born the burden of convenient politics held together by the common selfish need for concentrating wealth and power. Article 370 conferring special status to Jammu and Kashmir was dramatically and unceremoniously disempowered and the impact of this has been of the magnitude that even after a fortnight, this move remains doggedly in news. The nation largely celebrated this step taken by the government but as palpable is the extent of both ignorance and subjective nationalism that has prompted this romp. It is a very different story in Jammu and Kashmir; further different in Ladakh which has now been offered to make its voice heard on the national arena, and in Kashmir where there is enforced quiet, matters are only seething to erupt. Caging people in their homes to prevent outbreak of unwanted situation and detention of people including influential ones do little to guarantee peace and normalcy. While splitting up the state in two Union Territories was, undoubtedly a step waiting to be taken, the arbitration to enforce ‘peace’ in the valley had drawn mixed response and criticism from various sources. The legality of the Modi government’s decision to dilute Article 370 and make Jammu and Kashmir a UT is given to be decided by the Supreme Court. Six petitions challenging the legality of this move had been filed in the Apex Court owing to the manner in which this was executed. The ‘temporary provision’ of the Constitution had calcified to mimic a permanent status and systemic decay in India’s northern most state is deep-rooted. It is true that Article 370 was a major bone of contention and was exploited inside Kashmir for a regionalism which had no future. In the rest of India, this provision was an instrument of toxic nationalism given how highly politicised it was and led people to think of Kashmir as a mere territory and not one comprising its unique people.
