A 2025 vision for African energy

first_img13 March 2006At the conclusion of the four-day African Ministerial Conference on Hydropower and Sustainable Development in Johannesburg on Thursday, African leaders committed to developing a continent-wide energy vision for 2025 to be monitored by ministers of finance, energy, water and the environment under the auspices of the African Union (AU).Delegates agreed that exploiting the potential of hydropower as renewable energy could help meet the power needs of the continent.The vision includes analysing case studies of hydropower projects in Africa, which will serve as mentoring examples.The ministers also agreed that hydropower development should be underpinned by sound environmental and social impact assessments, mitigation and management of plans, in accordance with national regulatory frameworks and international standards of good practice.South African Minister of Minerals and Energy Lindiwe Hendricks emphasised the importance of capacity building in hydropower development and climate change as critical to meeting the set goals.While 75% of South Africans have access to electricity, she noted with concern that over 90% of people in Africa had no such access.“We emphasise that access to electricity is essential for achieving the objectives of Nepad, the Millennium Development Goals and sustainable development,” she said.Developing Africa’s potentialHendricks said the conference also noted that less than 70% of hydropower potential in Africa had been developed.“We acknowledged the existence of good practices and past mistakes in hydropower development as important educational tools for recognising what is required for successful hydropower projects,” she said.As part of the action plan, South Africa and Egypt will help other African countries develop their designated national authorities for clean development mechanisms and provide technical assistance in project development.AU member states are also expected to streamline their legal and regulatory frameworks and to improve skills to further hydropower development. Ministers will also look at the benefits of using hydropower in conjunction with other renewable energy sources such as wind, solar and geothermal power.Recognising the energy deficiency in Africa, ministers will ask the AU and other regional and international institutions to help countries prepare feasibility studies of key Nepad hydropower projects such as Inga Project in the Democratic Republic of Congo, to serve as a regional source of electricity.Centres of excellenceThe ministers will ask the Nepad Secretariat to speed up the establishment of centres of excellence on water, science, technology and renewable energy.The conference called on multilateral and bilateral funding agencies to engage African countries on hydropower development, promote national and regional projects and innovative funding mechanisms.The ministers noted the establishment of the Infrastructure Consortium Secretariat at the African Development Bank for necessary coordination and mobilisation of resources.The African Ministerial Council on Water, AFREC and the Forum of Energy Ministers of Africa are to implement the action plan of the conference.Hendricks said the outcomes of the conference would be fed into the Nepad infrastructure planning process of the AU as well as national and ministerial plans of action.Source: BuaNewslast_img read more

OSU won, 42-7.Credit: Shelby Lum / Photo editorAside from the shoulder pads and helmets popping against each other, coaches yelling out orders or the shrill of whistles, there’s been one phrase that has echoed throughout the Woody Hayes Athletic Center during Ohio State spring practice.“4 to 6, A to B.”The phrase has seemingly become second nature to the Buckeyes, as coach Urban Meyer works to give his program’s culture a facelift throughout the spring football season.“We have a mantra, we have a culture that I want to make sure we don’t lose,” Meyer said after his team’s first spring practice March 4. “What I’m looking for is simplicity, and 4 to 6 and A to B. If you can’t give us that, then we gotta move on and get another player that will.”The mantra of playing hard for four to six seconds, and rushing hard during a play from one direct point to another, is so important to OSU’s football coach that he mentioned it four times March 4, in what was his first press conference since the Buckeyes’ 40-35 loss to Clemson in the 2014 Discover Orange Bowl Jan. 3.It’s been such a big part of the culture change for OSU so far in 2014 that the words continue to trickle down across the roster and coaching staff.“It’s going to be about 4 to 6, A to B. That’s what we’re going to be about,” assistant head coach and defensive line coach Larry Johnson said March 27 when asked about his unit specifically. “We’re going to work as hard as we can in 4 to 6 seconds, and go from point A to point B as fast as we can.”The coaching staff preaches the phrase in nearly every interview session during spring ball, establishing the assertion time and again.“I know you guys are getting tired of hearing ‘power of the unit’ and ‘4 to 6 seconds,’ but here’s reality: If that’s what is truly important, and it becomes important to our players that 11 guys show up at the ball and it doesn’t matter really which number gets there first … then it’s really, really important,” cornerbacks coach Kerry Coombs said to reporters after practice April 3.Meyer said he knew he and his staff had work to do to shore some things up on the team — particularly at defending the pass, as the team gave up an average of 268 yards per game through the air, good for 112th in the country — to even have a chance at success in 2014. And fixing the mistakes that cost them begins with that one simple phrase.“I don’t want a team that’s scared to make mistakes. I don’t want a team that’s thinking,” Meyer said March 4. “I want a team that goes 4 to 6 seconds, and when they put their foot on the ground, it’s A to B, it’s fast and it’s as hard as you go.”Aside from the loss to the Tigers in the Orange Bowl, OSU also fell to Michigan State Dec. 7 in the Big Ten Championship Game, 34-24, crushing the chances it had of competing for the national title.The back-to-back losses are the first for Meyer in his tenure as OSU coach, after ripping off 24 straight wins since arriving in Columbus in 2012. With nearly eight months for that feeling to sit and ruminate in his and his team’s minds before the Buckeyes have another chance to line up against an opponent, it’s clear he wants things to change.“Urban has set the tone very clearly, nothing else matters,” Coombs said. “4 to 6 seconds, point A to point B, all of us doing the same thing, going as hard as we can and the kids have bought into that.“And they’re not allowed to not buy into it, to be perfectly honest with you. It’s not an option. It is the way it’s going to be.”With the annual Spring Game at Ohio Stadium as the last scheduled, organized practice before fall camp, Meyer stressed the importance of adhering to the play-hard culture.“I want to make sure that culture’s out there,” Meyer said. “There’s never been a team, in 27 years of coaching, that team that didn’t play the hardest, didn’t win the game. Lack of execution and lack of technique — you can overcome that with incredible effort. You can’t overcome lack of effort with great technique. It doesn’t happen. The Buckeye offense broke school records for points scored in a season with 637 and touchdowns with 87 behind Mewhort and the rest of the line.As a junior, Mewhort started all 12 games in an undefeated season for the Buckeyes. 93 Million allocated for Street Signs and Fire Stations

first_imgFacebook Twitter Google+LinkedInPinterestWhatsApp#Jamaica, August 28, 2017 – Mandeville – Some $93 million has been earmarked for retrofitting and putting up street signs across the island as well as renovating and repairing fire stations.    The amount to be spent on street signs is $35 million and the allocation for fire stations is $58 million.This was announced by Local Government and Community Development Minister, Hon. Desmond McKenzie, at a town hall meeting on property tax held at Holmwood Technical High School in Christiana, Manchester, on August 23.   The Minister said he is not pleased with the payment of property taxes in Manchester, as the parish was ranked amongst the lowest in compliance across the country over the last three financial years.Mr. McKenzie also noted that Christiana, one of the most important communities in the parish, has also done poorly in property tax collection.    The Minister noted that in 2016/17, only $483 million was collected in property taxes for Manchester, and that of the $1-billion target set for this year, to date there has been a collection of $42 million.Mr. McKenzie explained that Tax Administration Jamaica (TAJ) has worked out a payment plan to make it easier for people to pay their taxes, including a more comfortable office space that is up and running in Mandeville.   He also noted that the two tax mobiles that have been going around the island to make collections more convenient were in Manchester since August 22.“We are now at the stage where persons who want to make cash payments will be able to do so at the tax mobiles,” Mr. McKenzie said.He reminded the gathering that their taxes cover the provision of street lights and garbage collection, and, come September, Manchester will receive one of the additional garbage trucks that are due to arrive in Jamaica.“By the end of next year, we intend to improve garbage collection by introducing 100 new garbage trucks into the system across the country,” the Minister said.He pointed out that in the last 12 months, the Government spent $500 million from property tax to provide new garbage trucks.  The Minister said that street lights had also been put up in the town of Christiana along the new bypass, and that a programme to install directional signs in communities across Jamaica would begin in the coming months.He noted that some 2,500 young people are currently collecting data in a street light audit, and that information will be used to ensure all communities have street lights, adding that Manchester will get 400 more lights.Release: JIS Facebook Twitter Google+LinkedInPinterestWhatsApp Related Items:last_img read more

Github welcomed the exception granted to open-source platforms, but noted that the directive still poses challenges for software developers. “Anyone developing a platform with EU users that involves sharing links or content faces great uncertainty,” Tal Niv, GitHub’s vice president of law and policy, said in a statement Tuesday. “The ramifications include being unable to develop features that web users currently expect, and having to implement very expensive and inaccurate automated filtering.” Meanwhile, the wacky, creative side of the internet got a reprieve. “We listened to the concerns raised and chose to doubly guarantee the freedom of expression,” Voss said. “The ‘meme’, the ‘gif’, the ‘snippet’ are now protected more than ever before.” Originally published March 25. Peter Endig/picture alliance via Getty Images The European Parliament on Tuesday voted in favor of a controversial new law that will bring sweeping reforms to how copyrighted content posted online is governed. The legislation was adopted with 348 votes in favor and 274 against. For proponents of digital rights, the decision comes as a huge blow after over a year of campaigning to uphold what they see as the integrity of the internet. Member of the European Parliament Julia Reda, one of the most vocal critics of the directive, said on Twitter that the vote signals a “dark day for internet freedom.” Years in the making, the EU Copyright Directive has been heavily debated and divisive among politicians, as well as a cause of concern for the tech industry. One part of the proposal in particular — Article 13, which will govern the way copyrighted content is uploaded to the internet — has many in the tech community throwing their hands up in despair. Under the law, internet platforms will be liable for content that users upload, a burden that will fall heavily on some of the most popular online services. “YouTube, Facebook and Google News are some of the internet household names that will be most directly affected by this legislation,” the European Parliament said in a statement. The effects of the law may be felt well beyond Europe’s borders, given the global nature of the internet and the need for tech companies to come up with policies that can be broadly applied. That’s what happened after the EU enacted the privacy-focused General Data Protection Regulation, or GDPR, in May 2018. Critics said legislators had turned a deaf ear to a wide range of experts and to the general population. “In a stunning rejection of the will [of] five million online petitioners, and over 100,000 protestors this weekend, the European Parliament has abandoned common sense and the advice of academics, technologists, and UN human rights experts, and approved the Copyright in the Digital Single Market Directive in its entirety,” said rights group the Electronic Frontier Foundation in a blog post. Before the text can be adopted in European law, it must next be approved by the Council of the European Union. It’s still possible that the directive may not be passed by the Council, but that would involve at least one key country changing its mind. A vote is expected to take place April 9. After EU member states themselves accept the text of the directive, it will take effect after publication in the official journal and member states will have two years to implement it. That will be another source of frustration for tech companies. Back in January, Google said it may have to pull its news service from Europe entirely if the directive passes in its current state. Screenshots captured by Search Engine Land showed how Google news results could appear in Europe if Google doesn’t pay the tax. (Spoiler alert: They’re just a bunch of empty boxes.) Google didn’t immediately respond to a request for comment following the outcome of the vote. How the law hits home The European Parliament says that the directive is meant to ensure that longstanding rights and obligations of copyright law also apply to the internet. Article 13 dictates that anyone sharing copyrighted content must get permission from rights owners — or at least have made the best possible effort to get permission — before doing so. “This directive is an important step towards correcting a situation which has allowed a few companies to earn huge sums of money without properly remunerating the thousands of creatives and journalists whose work they depend on,” Axel Voss, the European Parliament rapporteur, said in a statement. In order to enforce this, internet platforms will likely have to use upload filters to evaluate anything they put online. Even the wealthiest online services such as Facebook and YouTube, which have spent years developing this technology, haven’t been able to prove pre-moderation of content is a foolproof method for preventing content from surfacing online that shouldn’t be there.
